Alina Ciocan, City Manager
Alina joined the City of Sanger in October 2014 as the Director of Economic Development and in May 2016 she was appointed the additional role of Director of Development Services. October 2017 Alina was appointed by Council as the Acting City Manager and June 2018 she was named Sanger City Manager by City Council.
Her experience in municipal government extends over a decade and includes previous roles in community and economic development working for the City of Carrollton, a suburb of Dallas. She is an active member of the Texas Economic Development Council (TEDC), International Economic Development Council (IEDC) and International Council of Shopping Centers (ICSC).
She currently serves on the Board of the Upper Trinity Regional Water District and has recently joined the International City Managers Association (ICMA) and Texas City Managers Association (TCMA).
Alina holds a Master of Business Administration degree from University of North Texas, a Bachelor of Science in Business Administration from University of Phoenix; and, graduated from the Economic Development Institute at the University of Oklahoma. She is fluent in several languages.
The City Manager is the Chief Administrative and Executive Officer of the City. The City Manager is appointed by and reports to the City Council. The City Manager serves as the bridge between the Council and staff and is responsible for implementing the policies established by the Council. The City Manager is also responsible for developing and administering the budget and various strategic plans. In general, the City Manager is responsible for supervising city employees and has the final responsibility for all hiring, discipline and termination matters.
